taxpayers' money. pam bondi did say that this guy will never see the light of day as a free man. >> lawrence: so the american people, because of the fear that we now live in, are getting a master class on our legal system. and what we're learning is there's a lot of laws on the books and policies on the books that just don't agree with our value system. we thought that the jail system, the prison system was created for individuals just like this, to keep them off the street if you feel like is he a risk to society. but, when you go through the laws of this state, the judge, the three judges that were involved in the case, technically, didn't even have the authority to keep him locked up. and part of the reason why they couldn't set the bail system the way, because there is this wave of criminal justice advocates that think everything should be race-based. so i talked about it with andrew mccarthy and he lays out for us. >> there was lots of evidence to say he was a risk flight. he was obviously a danger to the community, given the kind of crimes he had been convicted of. and the evidence of this crime.

so what north carolina lets do you in that situation is they force the judge to set bail can you set it add inordinately high amount so the guy will never provision in the law there is no amount of money allow this guy to post and let him back out on the street but that's the fiction they go through. >> ainsley: if they have been in court 14 times and committed crimes 14 times, i'm sorry, they need to be in prison. this guy is an evil person. to be able to just go up behind someone and do that, a stranger, a complete stranger, who had been working on this train and do that is not something that we can wrap our heads around because it's something that most people wouldn't ever do. if you are evil enough to do, this you need to be behind bars. it was up to these judges and the justice system to say, okay, you've been arrested 14 times. i think that's enough. we need to get you off the

street. and his mom was begging for it. and his stepbrother or half-brother was agreeing with the mom saying he needs to be behind bars. >> lawrence: we don't have to -- we feel so compassionate because you see the mental health crisis happening. >> ainsley: exactly. yeah. >> lawrence: it's not our job -- we shouldn't have to live in fear while they figure out what is going on right there. >> ainsley: right. >> lawrence: put him in a mental institution and put him in a jail and you guys figure it out. people having to duck and die on the trains and the buses, walk through the street, this is one case, but this is happening all across the country, and it's not a money issue. they have given billions of dollars to mental health and the homeless population. a lot of them don't want to take the program, a lot of them don't want to get the help that is necessary. you can't give them a choice. either you take the resources that we're going to give you or you decide that you are going to be locked up in jail. that's the way it has to be now. >> brian: or involuntary lethal injection or something.

getting them out of the country. >> exactly. i look at the numbers every morning, lawrence, we arrested several thousand sexual predators, many of t sexually assaulted a child as young as 2. these are the worst of the worst that we're focusing on. and despite what the left media says, i look at the numbers every morning. 70% of everybody we arrest is a criminal. who are the other 30%? many -- national security threats. we arrested thousands of national security threats. most of them don't have criminal histories because they're laying low until they do their dirty deed. we arrest a lot of gang members who don't have a criminal history. we arrest people with final orders. people who had due process at great taxpayer expense, a federal judge ordered them removed and they didn't leave and became a fugitive. we are arresting them it too. i can stand by every arrest ice has made. the numbers speak to the truth.

that are actually diagnosed with attention deficit disorder that likely don't have it. they have the symptoms of it, inattentiveness, lack of focus, disorganization and things of that nature. that's not just when the phone is in front of them. even if they don't have it in the classroom it causes a scattered brain that renders some of them incapable of actually digesting the material that's being learned. >> ainsley: these are the states listed right here. that have banned or restricted cell phone use in the classroom, 31 states and the district of columbia. because of these distractions, you think that our children are less interested in reading. they would rather be on their phone than reading a book and maybe that's the reason the numbers are so low. >> without a doubt that's part of it, right? i remember kids in my neighborhood that have read-a-thons at the library kids immersed in reading. when they get their smart phones back then a little later. the books went out the winged dough no match for high tech stimulating devices. >> ainsley: what do you think about parents?

yesterday we talked about this the "wall street journal" did an article. parents are bribing their children to get off the phones. we have some of the parents interviewed. jennifer act a small business owner in brooklyn, new york, said she made a deal with her two kids to each get $1,800 when they turn 18, a mother of three who lives in kansas, told her 14-year-old son that he could choose the car that he gets at 16, within reason, if he agreed to delay social media until then. and then georgia jones used an e-bike to persuade her 14-year-old son to postpone getting snapchat. what do you think? >> that's a nice fall for those kids. again, just demonstrates just how invasive and addictive this stuff is that we have to lower our parenting standards to the point we are going to pay off our kids? >> ainsley: is that okay to do it we get paychecks when we go to work. >> i would like a better alternative. all right. i get it. if it's actually going to work and your kid is going to do well. for me i would like to see intrinsic reasoning kids succeed

in school. long term goals gleght into college a career. i'm on the fence with it. >> ainsley: i found play dates and getting them involved with sports occupies their time so they are not asking for your cell phone or on their cell phones. but you would love to see a ban completely across the board until children are out of high school. >> yeah. i mean, that's a debatable item. >> ainsley: i would love it. it's too late. right? >> it's kind of too late. but, you know, new york city just initiated the no phones in school ban. i have been advocating that for years. they should not be in the hands of children. that's the bottom -- and we just do it as a social conformity thing, i talk all about it 'in "disconnected" if i could take out a magic wand i would not allow anyone under the age of 18 to have a smoort phone. >> ainsley: parents need to get back in control and set screen time rules. what do you recommend for screen time? >> so, one thing in particular

♪ >> brian: so our own rachel campos-duffy sitting down with the secretary of war pete hegseth on board a navy ship stationed off the coast of puerto rico as the trump administration looks to put narco terrorists in venezuela's nicolas maduro their president on notice. joining us now "fox & friends weekend" co-host rachel campos-duffy. hey, rachel. >> rachel: hey, brian. and thank you for having me on the show. the secretary of war's very first interview as secretary of war. so i was really honored to get that exclusive interview for "fox & friends weekend" and sharing it with you at "fox & friends." i met the secretary of war at joint andrews base -- joint base andrews in washington, d.c. pen we went from there on his plane to puerto rico. and at puerto rico, he had addressed the troops are also

going to be involved in this mission. and then we took an osprey off in this amphibious assault vessel, the uss iwo jima. he describes it as american power. see this vessel and come back on the other side and tell you more about this mission against the cartels. >> welcome to the war department, ladies and gentlemen. you, right now, here in puerto rico and around the caribbean are on the front lines for the american people ♪ >> it's pretty impressive, hey, rachel? >> rachel: it's very, very impressive. >> it is american power projection. >> no question. >> no other country in the world

has this or can maintain this or do this in real time. i mean, just lined up on here is more fire power than most countries have. especially in certain parts of the world. obviously president trump wants to project power in order to maintain peace. in some ways a giant flotilla of peace trying to make sure we stay strong. >> rachel: this is the very first interview with the secretary of war. >> true. >> rachel: why was it necessary to change the name in your view? >> well, words matter. titles matter. you know, the war department was founded by george washington in 1789. the long history of war department in this country, world war i and world war ii about the war department. we want a warrior ethos. ironically not ironically, fittingly, the motto of my first platoon i ever led those who long for peace must prepare for war. it's because we want peace, it's because we seek peace. it's because the american people deserve peace. >> rachel: we are right here on a destroyer in the middle of the

caribbean, your boss, president trump has declared war on the cartels. what is the mission? what is your mission? >> well, protect the homeland, protect the american people. core national interest. the safety of the american people. stop the killings; stop the poisoning of the american people. it's as simple as that. how long has drug cartels waged war on our communities, on our families, on our young people, on our streets. violent cartels that made their way easily across the southern border under joe biden and his disastrous policy. president trump is locking the border down. he has done that and we will continue to do it. now we go on offense to make sure thee cartels can't be funded. that they can't sustain what they're doing. it doesn't mean we are fighting every cartel everywhere, endlessly. that's not what we are doing. not trading one endless fight for another endless fight. the precise application of american power to send very clear signals that narco-terrorism will not be tolerated in our hemisphere if you wants to traffic drugs headed to the united states. we're not doing it with kid gloves anymore. >> rachel: talk to me about your

allies. the other countries that are helping you out here. >> the region has welcomed it very much so a lot publicly, many privately say thank you, thank you for addressing something that's been obvious for us for far too long. we an temperatures pate a growing chorus of voices to say hey, we welcome america here. this is the americas. and we have suffered from narco-terrorism directly. again, that's not why we are doing it. this is america first. this is protecting american citizens wherever we can bring allies along we will do so. >> rachel: the boat that blew up was artificial intelligence. your response? >> he knows it's a lie. only be able to maintain that lie for too long. i watched the strike live. we knew exactly who it was, exactly what they were doing, exactly what they were doing and what they were involved. in you know, the folks who knew those folks knew exactly what happened. going to try to explain it away and lie to his people has for a very long time.

>> rachel: $50 million. >> bounty? >> rachel: bounty. if he gets turned in by one of his inner circles or decides to negotiate his exit out of venezuela, then what happens? >> the president has a lot of decisions. i wouldn't want to be nikolas maduro right now. maduro has a lot of decisions to make. you're sitting on a floating island of american power. and we're prepared to use that power to interdict and destroy narco terrorists who are sending drugs to our country. we have known nicolas maduro was involved in that very long time. indicted and wanted in the southern district of new york. bounty $60 million. the government wants him. the ball is in your court. >> rachel: china? >> china is making play on hemisphere as well. the previous administration was asleep at the wheel in multiple aspect of central and south america. part of having this here, having these destroyers here. working out of puerto rico and

other allies that we have here is a recognition that america is back in the western hemisphere. we should not cede this to anybody. that includes china. >> rachel: this is a very big operation. what is your message to the entire hemisphere. >> the message to the him miss fear as it has been from the beginning, achieve peace through strength. we are going to put america first, in this case americas first. hemisphere, secure our homeland. we are not going to sit back and watch the american people be threatened. we are not going to sit back and watch the american people be poisoned. watch people be trafficked. watch violent gangs exist inside our country. that's why you are seeing mass deportations. that's why you are seeing criminality being locked down. that's by our border is locked down. this sex tension of that. this is understanding of exactly how america should project power. we have projected power for a long time in far-flung places that had nebulous connection to our own security and the homeland, we're securing the

homeland. >> rachel: so, brian, there was nothing like seeing this up close. i was literally in awe of what i saw. it's not just the military equipment, brian, it's the soldiers, it's how well trained they are. how fit they are. how well fed they are, which i say well-fed because maduro, of course, is threatening with his own militia, which we know is starving over there they don't have anything that even comes a fraction of close to what we saw here on the uss iwo jima. this amphibious assault vessel should scare maduro and should let him know that this is not a training mission. donald trump, president trump and pete hegseth the new secretary of war are not messing around. >> brian: your follow-up question on china. i get the sense that the president and the secretary of war are very aware of china's influence when their first move was the panama canal.

then you see their presence in bolivia and argentine that who we evidently have a good relationship with do you sense this is a comprehensive effort on many fronts because they are getting some mixed messages from when ric grenell went over there to try get hostages out, right? >> rachel: listen, what i'm seeing is an absolute pivot in foreign policy towards the western hemisphere. doesn't mean we are ignoring the rest of the world. it means our main interest. it's a new monroe doctrine, if you will. and i'm surprised and impressed by how much this is welcomed, he's mentioned, by other countries. we have peru, egg he can dog, paraguay, costa rica, and many other countries who he had said are privately supporting the effort of seeing the chinese out of our hemisphere and cartels also gone. >> brian: we are looking forward to seeing more of this on fox noticias and highlights on "fox & friends weekend." thanks so much, rachel. >>lle' thank you, brian. >> brian: more "fox & friends"
